What is a suspicious transaction report (STR)?

A Suspicious Transaction Report (STR) is the report a UAE-licensed bank or virtual asset service provider (VASP) must file with the UAE Financial Intelligence Unit (FIU) when it suspects, or has reasonable grounds to suspect, that a transaction is linked to money laundering or another crime. Filing is confidential — the client is never told.

What makes a transaction suspicious under UAE rules?

The VARA Rulebook sets the trigger as "suspicion or reasonable grounds to suspect" that the proceeds of a transaction are related to a crime, or that funds are intended for use in one. That is a deliberately low bar: proof is not required, and the duty to report applies whether a transaction is completed or only attempted. FATF's 2020 report on virtual-asset red flags groups the signs that can raise suspicion into categories such as a transaction pattern that does not match the stated purpose of the relationship, a counterparty who cannot or will not explain the source of funds, and structuring — splitting one transfer into several smaller ones. None of these on its own forces a report; a licensed desk's screening process weighs each factor against the rest of the relationship before a compliance officer decides to file.

Illustrative example: a wallet-to-bank transfer arrives in three near-identical tranches within an hour, each just under a round figure, with no explanation offered when asked. Structuring plus an unexplained purpose is exactly the combination FATF's red-flag list describes — the pattern, not the amount, is what a compliance officer is trained to notice.

Does the client ever learn an STR was filed?

No. FATF Recommendation 21 requires member countries to prohibit "tipping off" — telling a client, directly or indirectly, that a report has been or will be filed, or sharing any detail of it. The VARA Rulebook carries the same rule for Dubai virtual asset firms: monitoring methods "shall ensure that no 'tipping-off' or similar offence occurs," and even an internal report to a firm's own compliance officer must not amount to tipping off. An STR sits alongside the wider anti-money laundering programme a licensed desk runs — customer due diligence at onboarding, enhanced due diligence on higher-risk relationships, and ongoing monitoring after the trade settles.

FAQ

Who has to file an STR in the UAE?

The licensed institution, not the client. Banks, exchange houses and VARA-licensed virtual asset firms must file an STR with the UAE Financial Intelligence Unit once they suspect, or have reasonable grounds to suspect, that a transaction is linked to crime.

Will I be told if an STR is filed about my transaction?

No. Telling a client that an STR has been or will be filed is tipping off, and UAE rules and the VARA Rulebook both require reporting procedures that prevent it from happening.
