What is a PEP?

A politically exposed person (PEP) is someone who holds, or has held, a prominent public function — plus their immediate family and close associates. UAE-licensed firms ask about PEP status because FATF standards and UAE AML law require Enhanced Due Diligence on these clients, not because PEP status itself bars you from being onboarded.

Who counts as a PEP under UAE rules

FATF's definition covers heads of state, senior politicians, senior government, judicial or military officials, senior executives of state-owned enterprises and senior political-party officials. UAE law extends the same treatment to immediate family (spouse, children, parents and their spouses) and to anyone publicly known as a close business or personal associate. Under Cabinet Resolution No. 134 of 2025 (Article 16), for a foreign PEP, senior-management approval, source-of-funds and source-of-wealth checks and enhanced ongoing monitoring apply automatically; a domestic PEP's risk is assessed case by case, with the same measures where the relationship is higher-risk, as of September 2026.

Why it matters when selling USDT in the UAE

A VARA-licensed desk asks the PEP question at onboarding because the answer decides the level of checks the account receives, not whether it opens: PEP status triggers Enhanced Due Diligence, and refusal is the exception.

What EDD looks like for a PEP client

Senior management must sign off before the relationship is accepted. Evidence of overall source of wealth (salary history, business ownership, inheritance, an asset sale) is required alongside, not instead of, the usual source of funds for the USDT being sold: exchange statements, wallet history or a sale agreement. Monitoring is closer, as described in enhanced due diligence on large crypto sales. Status does not end on leaving office: FATF treats former PEPs as carrying continued risk for a period, and UAE firms set the duration on a risk basis.

FAQ

Does PEP status mean my application will be rejected?

No. PEP status triggers Enhanced Due Diligence, not automatic refusal. A UAE-licensed desk can still onboard a PEP client once senior management approves the relationship and the extra source-of-wealth and source-of-funds evidence is on file.

Are my family members or business associates treated as PEPs too?

Yes. UAE AML rules extend PEP treatment to immediate family members — a spouse, children and parents — and to individuals publicly known as close business or personal associates of the PEP.

What is the difference between a domestic PEP and a foreign PEP?

A domestic PEP holds a prominent public role inside the UAE; a foreign PEP holds an equivalent role in another country. UAE-licensed firms treat a foreign PEP as automatically high-risk, while a domestic PEP's risk is assessed case by case.

What documents will a desk ask a PEP client for?

Expect requests for evidence of overall source of wealth — salary history, business ownership or inheritance — alongside the usual source-of-funds documents for the specific USDT being sold, such as exchange statements or a sale agreement.

Does PEP status ever expire?

There is no single fixed date. UAE-licensed firms apply a risk-based approach: enhanced monitoring typically continues for a period after someone leaves public office and eases only once the firm reassesses the risk as no longer elevated.
