LEI for UAE crypto companies: what it is and when you need one

An LEI is not a requirement of the VARA Company Rulebook, whose text names no such duty as of October 2026. FATF's revised payment-transparency text lists the LEI as one of three identifiers for legal persons, and some foreign regimes require it. You need one when a rule, bank or counterparty you deal with asks.

Does a UAE crypto company have to hold an LEI?

No single rule makes every UAE crypto company hold one. The code appears in three places: the VARA rulebooks, the FATF payment-transparency standard, and foreign regimes that reach UAE firms through their counterparties. Each source below says what it asks for, and this article does not go beyond them.

The code itself is covered in the glossary. In short, ISO 17442 defines a 20-character identifier for a legal entity, GLEIF operates the system, and GLEIF describes the LEI as a public good available free of charge to all users. This article covers only the question of when it becomes necessary.

What does VARA's rulebook say about LEIs?

VARA's Company Rulebook applies to every VASP licensed by VARA for a virtual asset activity in Dubai. Searching its text in October 2026 finds no mention of a Legal Entity Identifier. What it does require is a company structure with a clear chain of ownership, so that VARA can identify controlling entities and ultimate beneficial owners.

Ownership transparency in that rulebook is therefore expressed through documents about shareholders and controllers, not through an identifier code. VARA also publishes a separate rulebook for each licensed activity, and a licensed firm must read the ones that match its licence. A rule added to any of them later would override anything written here.

For a client, the practical test of a Dubai counterparty remains its licence, not a code. Check the entry in the regulator's public register first; IWGT's licence section shows how one VARA entry is presented.

How does FATF's revised payment rule use the LEI?

FATF agreed changes to Recommendation 16 at its June 2025 plenary and published them on 18 June 2025. The recommendation is the basis of the travel rule for virtual assets, and countries have until the end of 2030 to implement the changes, as of October 2026.

For an originator or beneficiary that is a legal person, GLEIF quotes the interpretive note as asking for one of three items, where it exists: the connected business identifier code (BIC), the LEI, or the unique official identifier of the originator or beneficiary. Two points follow from that wording.

Whether a UAE licence or register number counts as the unique official identifier is a question for the UAE implementing text. Read VARA and CBUAE publications for the current position before relying on any reading of it.

When can a foreign rule make a UAE company get an LEI?

A foreign rule reaches a UAE company when the counterparty it deals with is bound by that rule and must collect the code. The DFSA documented the first such case in a letter of 26 December 2017 to firms it authorises. From 3 January 2018, EU firms had to obtain LEIs from their non-EU clients before providing services that trigger EU transaction reporting, and the DFSA warned that EU counterparts might refuse to trade without one.

Where an LEI is asked for, as of October 2026. Foreign rows describe the provider's duty, not a UAE duty.
SourceWho must collect or use the codeStatus of the LEI
VARA Company Rulebook VASPs licensed by VARA Not mentioned in the text
FATF Recommendation 16 (revised June 2025) Financial institutions and VASPs, by end of 2030 One of three identifiers, where it exists
EU MiFID II, per DFSA letter EU firms serving non-EU clients, from 3 January 2018 Required before the service, for transaction-reporting services
EU MiCA, per GLEIF (February 2026) Crypto-asset service providers licensed in the EU Required to obtain one before licensing
EU transfer rules, per GLEIF (February 2026) EU entities making digital transfers Disclosure of the LEI required

None of the foreign rows creates a UAE legal duty. They create a request that arrives from a provider outside the UAE. Read the regulation text before treating a provider's form as a legal requirement, because the scope of each regime differs.

What does a request for an LEI look like in practice?

Illustrative example. A mainland Dubai company is opening an account with a provider regulated in the EU. The onboarding form has an LEI field marked required. The company searches its legal name at search.gleif.org and finds no record. It then asks the provider two questions: which rule requires the field, and whether an equivalent official identifier is accepted. Under the revised FATF wording the identifier is needed where it exists, so the answer decides whether the company applies for a code or supplies another identifier. The example is invented to show the sequence and says nothing about how often it happens.

What does GLEIF data show for UAE entities?

Looking up a UAE company is easier than getting one onto the register and keeping it there. The GLEIF database lists the following for records with a UAE legal address, as of 23 October 2026.

GLEIF LEI records with a legal address in the UAE, by registration status, as of 23 October 2026.
Registration statusRecordsWhat it means for a lookup
ISSUED 5,418 The code is current
LAPSED 4,053 The code was issued but not renewed

Of these two groups, about 43% are lapsed. A lapsed code shows its status to anyone who searches it, which defeats the purpose of quoting it on a form. The cost of an LEI is therefore not only the first registration but also keeping it renewed; the issuer and renewal details sit in the glossary entry linked above.

How do you decide whether your company needs one?

Work through four checks before paying an issuer for a code.

  1. Read your own rulebooks. Check the VARA rulebooks for your licensed activity, or the rules of your free-zone regulator, for any identifier field.
  2. Ask each provider which rule requires the field. A requirement from a regulator and a preference in a provider's own form are different things. Compare the document lists in IWGT's onboarding section to see how a published list is laid out.
  3. List your foreign exposure. An EU-regulated bank, broker or crypto-asset service provider is the usual route by which a foreign rule reaches a UAE company.
  4. Plan the renewal. If you do obtain a code, put the renewal in the compliance calendar, because the data above shows how often it is missed.

If none of the checks produces a request, no source reviewed here obliges the company to hold a code, subject to what its own licence terms say. If one does produce a request, ask the issuer for its stated turnaround before you commit to a date with the provider.

FAQ

Is an LEI mandatory for a VARA-licensed company?

The VARA Company Rulebook contains no LEI requirement, as of October 2026. VARA also publishes rulebooks for each licensed activity, so check the ones that apply to your licence on rulebooks.vara.ae before relying on this.

Does the crypto travel rule require an LEI?

No. In FATF's revised Recommendation 16, the LEI is one of three identifiers for a legal person, alongside the connected BIC and a unique official identifier, each asked for where it exists.

Does an LEI replace a trade licence number?

No. The trade licence is issued by a UAE registrar and proves the company may operate. The LEI is a separate global code defined in ISO 17442, and its GLEIF record points back to the register that holds the company.

How many UAE entities hold an LEI?

As of 23 October 2026, the GLEIF database lists 5,418 records with a UAE legal address in ISSUED status and 4,053 in LAPSED status.

Where can I check an LEI?

Search the code or the legal name at search.gleif.org. The lookup is free, and GLEIF describes the LEI as a public good available free of charge to all users.
